One
of the more significant aspects of geomechanical data collection
within the scope of the HLW project is the integration of
quality assurance into existing processes. Processes need
to be established by those individuals responsible for the
conduct of work, and ongoing improvements made to ensure the
efficiency, usefulness, and integration of individual processes
and process steps. Evaluating these processes against the
requirements of quality assurance helps to ensure that products
generated by these processes satisfy the goals of transparency,
traceability, reproducibility, retrievability, and review.
That is, effective implementation of quality assurance ensures
that work is adequately planned, conducted in a controlled
manner, thoroughly documented and reviewed, and subjected
to independent oversight.
The introduction to 10
CFR 50 Appendix B defines quality assurance as "all
those planned and systematic actions necessary to provide
adequate confidence that a structure, system, or component
will perform satisfactorily in service. Quality assurance
includes quality control, which comprises those quality assurance
actions related to the physical characteristics of a material,
structure, component, or system, which provide a means to
control the quality of the material, structure, component,
or system to predetermined requirements." As written,
a number of the 10 CFR 50 Appendix B requirements (e.g., Criteria
8, 9, 10, 11, 13, 14, and 15) are not directly applicable
to geomechanics investigation in HLW project, but involve
concepts that can be adapted and provide value to such work.
Each of the eighteen criteria consists of a concise statement
of requirements, which the implementing organization must
demonstrate adequacy of implementation and compliance. For
the suggested system, a simple requirements matrix was prepared
to identify the applicability of each criterion. In order
to satisfy the goals of transparency, traceability, reproducibility,
retrievability, and review, geomechanics investigations for
the HLW projects must be conducted under an approved quality
assurance program.
